Minutes of the CPRB Meeting Held on October 28, 2008 (Mtg. No. 110)

Pittinger reported on inquiries made to Chief Nate Harper concerning the implementation of K-9 Deployment and Crowd Control Policies stemming from CPRB Case #70-06-S, and recommended a public hearing on the policies, following which a motion was offered by Mr. Bankston and seconded by Mrs. Dalton, and approved unanimously; Pittinger attended a public hearing on 10/21/08, conducted by City Council at the request of citizens interested in the “Codification of the Consent Decree.”; Pittinger noted the release of the Pittsburgh Bureau of Police 2007 Annual Report, available on the city’s home page; 27 cases were reviewed.

Pittinger reported on CPRB Case #59-07, which has been postponed indefinitely due to the arrest of Officer Paul Abel; Pittinger mentioned correspondence between her and Chief Nate Harper regarding educational requirements on recruitment, wherein Ms. Pittinger offered a copy of Resolution No. 445 – a report on Recruitment, Retention, and Support of Pittsburgh Police Officers, completed by CPRB in October 2002; Pittinger reported on CPRB Case #70-06-S, where a rationale to resolve without a public hearing was offered and accepted unanimously by the board; 13 cases were reviewed.

Ms. Hinton reported that she, Ms. Pittinger and Mr. McGough met with Public Safety Director, Michael Huss, City Solicitor, George Specter, Assistant City Solicitor Wendy Kobe and representatives from the PBP and OMI on June 23, 2008, for a follow-up meeting set to continue discussion on establishing a protocol for the Citizen Police Review Board’s access to information held by the PBP and OMI; Pittinger reported on a preliminary budget meeting with city administrators, held on June 19, 2008 to discussion the Citizen Police Review Board’s standard proposed budget for 2009; Pittinger mentioned that the AFSCME labor union contract will be renegotiated at the end of this year; at which point a request to remove the investigator positions from the union will be reintroduced; Pittinger reported that the five year rental lease agreement between the Citizen Police Review Board and Associated Investor’s Inc. has been successfully extended five years; Pittinger stated that the Ward McGough contract has been approved and is awaiting the Mayor’s signature page required for continued compensation; 10 cases were reviewed.

Ms. Hinton reported that she and Ms. Pittinger met with Public Safety Director, Michael Huss and City Solicitor, George Specter on May 7, 2008, to establish a protocol for the Citizen Police Review Board’s access to information held by the PBP and OMI; Pittinger reported that the agreement between the City of Pittsburgh and Ward McGough has been approved; Pittinger reported on a motion regarding enforcement of a subpoena involving Sgt. Vollberg which was presented before Judge Timothy O’Reilly on April 24, 2008; Pittinger reported that the five year rental lease agreement between the Citizen Police Review Board and Associated Investor’s Inc. has expired; CPRB Executive Assistant, Rhonda Sears departed on May 10, 2008 and Carolyn Gaskin filled this position on May 19, 2008, and Sherri Bridgett filled the vacant investigator’s position beginning May 27, 2008; Pittinger mentioned two police incidents that resulted in the death of two citizens: 1) Justin Jackson, May 6, 2008 and 2) Nang Nguyen, May 23, 2008; Pittinger announced that the CPRB Staff will host two individuals from the Pittsburgh Summer Youth Employment Program (PSYEP); 14 cases were reviewed.

Minutes of the CPRB Meeting Held on April 22, 2008 (Mtg. No. 105)

Pittinger reminded Members to submit their completed State Ethics Financial Disclosure Forms by 5-1-08; Pittinger reported on an incident that occurred on 4/18/08 on Semple Street in Oakland in which several hundred young people participated in a street party that was a non-permitted event and were issued 60 citations with an estimated 10 physical arrests; 7 cases were reviewed.

Recently, Members have expressed renewed concern about police vehicle pursuits. The following documents are provided for review and consideration for further action: 1) Briefing prepared by intern Patrick Parsons, Fall 2007; and 2) Police Pursuit Briefing prepared by E.C.Pittinger, submitted to the Citizen Police Review Board on 6/27/2006.
